Start by using the 21-centimeter gap pair. Granite and Limestone differ by exactly 21 centimeters, with Granite being larger. Harper and David moved those two stones, Harper finishing earlier than David, and Leo moved neither of the 21-centimeter stones. David did not move Granite, so David must have moved Limestone and Harper must have moved Granite. Next, the Basalt–Sandstone gap is exactly 11 centimeters, with Basalt larger. Among the available circumferences, the only 11-centimeter pair is 94 and 83, so Basalt is 94 and Sandstone is 83. Since Leo did not move Granite or Limestone, he must be the Basalt mover, which forces Natasha to be the Sandstone mover.
The finisher at 5:11 moved a stone that was exactly 11 centimeters larger than another stone, which can only be the 94-vs-83 pair; therefore 5:11 belongs to the Basalt mover, Leo. Neither the Basalt mover nor the Sandstone mover finished before the Limestone mover, so both Leo (Basalt) and Natasha (Sandstone) must be later than David (Limestone). Combine that with “Harper finished earlier than David” and you get the full order: Harper first, then David, then Natasha, and finally Leo.
Now assign exact circumferences for the 21-centimeter pair: the only 21-centimeter spacing left in the set is 137 and 116, with Granite larger; that gives Harper Granite 137 and David Limestone 116. The remaining times then slot uniquely as Harper 3:42, David 4:05, Natasha 4:47, Leo 5:11, which also respects “David earlier than Basalt and Sandstone.”
Answers

Natasha finished at 4:47 and moved the Sandstone with a circumference of 83 cm.
Leo finished at 5:11 and moved the Basalt with a circumference of 94 cm.
